Memo
We are notifying the market that DESNZ is launching engagements with industry relating to the development of the Hydrogen Network Code. We will host an introductory webinar session in April 2026. In the webinar we will provide detail of how DESNZ will engage with industry in the development of the first issue of the Hydrogen Network Code, including establishing: * a broad Code Engagement Forum * a smaller Code Advisory Group An expression of interest process relating to the Code Advisory Group will be explained and launched during the webinar. Please get in touch with the team at: hydrogencodedev@energysecurity.gov.uk to receive an invitation to the webinar session. --- Network codes are legal documents that form the basis of arrangements between network owners and users. As set out in the government’s response to the [Hydrogen Economic Regulatory Frameworks Consultation](https://www.gov.uk/government/consultations/hydrogen-economic-regulatory-framework-developing-an-effective-framework-for-pipeline-networks), a new network code will be developed for hydrogen pipeline networks. The response also set out that government will lead the process of developing the Hydrogen Network Code (‘the Code’) in partnership with industry and in close collaboration with Ofgem and other relevant stakeholders. This notice serves to inform the market that industry engagement relating to the development of the Code will commence shortly. These engagements should be of relevance to organisations that may connect to a hydrogen pipeline network either in the nascent hydrogen industry or as the sector develops. Specifically, this includes prospective hydrogen producers, transporters, storage providers and offtakers of hydrogen, including prospective industrial offtakers and hydrogen to power plants. Representatives from relevant trade bodies are also encouraged to attend. Industry engagements for the Hydrogen Network Code will occur across two levels throughout initial Code development: 1. Meetings of a Code Engagement Forum will be open to all Code-relevant stakeholders and will be a platform with which to update the market periodically on Code development. 2. A smaller bespoke Code Advisory Group will be established with membership that represents all interests in hydrogen pipeline networks. Membership will be determined via an expression of interest process. Where appropriate the Code Advisory Group will provide outputs and updates to the engagement forum. Further information on both levels of engagements will be provided at the first engagement session, which will be held in April 2026. In this session, the expression of interest (EOI) process will be launched for membership of the Code Advisory Group. Officials from DESNZ will provide clear criteria outlining how members will be selected via the EOI process, as well as a Terms of Reference document for the Code Advisory Group. Prospective participants in the first Code Engagement Forum session should contact hydrogencodedev@energysecurity.gov.uk to request access details for the webinar. Any parties reading this notice after April 2026 are encouraged to contact the email address above to express their interest in upcoming engagements.
