CfD Stakeholder Bulletin — 19 June 2024

DESNZ·notice·low·19 Jun 2024·source document

Summary

AR6 CfD allocation round extends to maximum timeline (scenario 5) after Ofgem received appeals from non-qualifying applicants between 12-18 June. Ofgem will consider appeals until 24 July 2024, with ESO observations due by 26 June.

Why it matters

Administrative delay that shifts value from successful applicants (who wait longer for contracts) to unsuccessful ones (who get extended appeal rights). The appeal mechanism socialises the cost of project failures across all participants through extended timelines.

Key facts

  • Appeals submitted 12-18 June 2024
  • ESO observations due 26 June 2024

Contracts for Difference: Stakeholder Bulletin 19 June 2024 AR6 update: Round to run to longest timeline Ofgem has received one or more appeals from non-qualifying applicants in the sixth allocation round (AR6) of the Contracts for Difference scheme. The round will therefore run to timeline scenario 5, the longest timeline, until its conclusion. National Grid ESO informed relevant applicants of the outcome of their non-qualification review on 11 June 2024. Applicants that remained non-qualifying following ESO’s determination had the opportunity to submit an appeal to Ofgem from 12 to 18 June 2024. Following Ofgem’s receipt of one or more appeals, ESO may submit any observations to Ofgem by 26 June 2024. Ofgem will then consider any appeals between 27 June and 24 July 2024. Further information on the remaining stages of AR6 is provided in scenario 5 of the published timeline (scenarios 1-4 are no longer applicable).
